@Kepler-1229b - I don't think the usage in Selkup is real. It looks to be an extrapolation from the fact that Selkup uses я to represent iotated а, and also has ӓ as part of its alphabet, but that doesn't necessarily mean that iotated ӓ actually exists within the language, or that я̈ is used to represent it if it does.
